Monessen Council Meeting, Feb. 11 Actions Taken

Meeting called to order at 7 pm

The floor was opened to public comment on agenda items.

Below are the actions that were taken by the City of Monessen Mayor and Council at the February 11, 2020, regular meeting.

Hired John Frederick as a full-time Patrolman with the Monessen Police Dept. to fill a vacancy created by the retirement of Lt. Keleman last month.

Approved the Treasurer’s Report

Issued a proclamation for Charles Keller for 50 years’ service with the Monessen Fire Dept.

Adopted Resolution 3 of 2020: A Resolution by the City of Monessen certifying provision of local match for state operating financial assistance with local funds in the amount of $4,932 for Mid Mon Valley Transit Authority.

Ratified the purchase and upgrade of the police department’s computer system by Ryte-Bite, to be paid from ArcelorMittal Grant and Asset Forfeiture funds earmarked by the DEA. Ryte-Byte has maintained the system for 20 years.

Appointed Councilwoman Lois Thomas as the Monessen Library Liaison.

Assigned plumbing inspector duties to K-2 Engineering in order to avoid duplication of services.

Appointed Delmar Hepple to the position of Municipal Fire Chief, due to the resignation of Chris Rhome, last month.

Recognized and declared the positions of City Treasurer and City Controller vacant, as required under the Third Class City Code, for failure to qualify for office with the submission of necessary affidavits of residency and bonds prior to taking the oath of office within the necessary time limits (14 days from the date of swearing-in).

Re-appointed Gerald Saksun to the office of the City Treasurer for the remainder of his term and effective upon the provision of the required affidavit of residency, and bonding of $400,000.

Appointed Ted Harhai to the vacant position on the Mon Valley Refuse (Waste) Authority.

Agreed to issue a Request for Proposals (RFP) for auditing services.

Adopted a social medial policy governing city employees.

Authorized the City Engineer (WEC, Inc.) to advertise, open bids and recommend a low bidder for the demolition of the following arson dwellings: 908–910 Knox Ave., 408 Reed Ave., and 1000 Alaska Alley. The advertisement will be on Feb. 14th and Feb. 19th. Bids will be open on Feb. 26. WEC will identify the lowest responsible bidder, and recommend the awardee to council soon thereafter. This project is funded by Community Development Block Grant (CDBG) funds.

Street Report presented for the month of Jan. 2020.

Authorized the City Engineer (WEC, Inc.) to advertise, open bids and recommend a low bidder for the reconstruction of Grand Blvd. from 3rd Street Extension, toward Marion Avenue. The advertisement will be on Feb. 21th and Feb. 26th. Bids will be open on March 4th. WEC will identify the lowest responsible bidder, and recommend the awardee to council soon thereafter. This project is funded by Community Development Block Grant (CDBG) funds.

A motion to re-appoint Maria Scuteri as City Controller failed. The position is vacant, letters of interest and resumes will be accepted and an appointment to the position will be made within 30 days, from the date of the meeting (Feb. 11).

Parks report presented for the month of Jan. 2020.

Council moved to accept letters of interest and applications for the position of Emergency Management Coordinator for the City of Monessen.

Code office report presented for the month of Jan. 2020.

Fire Dept. report presented for the month of Jan. 2020.

Approved a list of bills to be paid upon receipt of funds.

Updates on the Tax Anticipation Note (TAN) — the city is still working to acquire a TAN. We should have an answer by next week, and we will announce accordingly.
